South Windsor Public Building Commission
Minutes – Special Meeting – June 17, 2015


A special meeting of the Public Building Commission was held on June 17, 2015 in Room 106 at Ellsworth School, 1737 Main Street.  The following people were in attendance:

Members Present:  Howard (Hap) Fitts, Carol Kelley, Charley Lyons, Matthew Montana and Edward O’Connell

Also Present: SWPS Representative, Dr. Kate Carter and Daniel Hansen, Colliers Representative Chuck Warrington, DRA Representative Scot Woodin, and Gilbane Representative Karrie Kratz.

Chairman Fitts called the meeting to order at 6:30 PM.

Presentation of Value Engineering Recommendations for the Orchard Hill Project:  Mr. Warrington provided the commission with the value engineering analysis sheet, the design development estimate analysis and the bid alternate list.  He reviewed, in detail, the proposed value engineering items which totaled $1,442,600, representing a current budget overrun of 1.2% or $324,000.  He noted his belief that the figure was a comfortable number to move forward with to the construction document phase.  He continued to review a graph indicating how the project continues to track comparatively to similar projects. The commission continued to review the value engineering items in depth and Mr. Warrington and the design team responded to questions posed by the commission and administration regarding the proposed reductions to the project.  Following a lengthy discussion, and based on the fact that there were several reductions that had not yet been assessed a value, it was suggested that the commission reconvene when additional information could be presented in order to make its decision.  

The commission agreed to reconvene in a special meeting on June 22, 2015.  

There being no other business being brought before the commission, the meeting was adjourned at 8:00 PM.
